Owners of housing and other habitable accommodation that have housed Ukrainian war refugees can apply for compensation from April. They need to contact the municipal administration where the housing or other habitable premises are registered. Compensation is available to residents and businesses that have allowed or will allow war refugees to stay temporarily free of charge in housing, hotels, recreation, treatment or garden facilities. EUR 6.3 million will be allocated for compensation from the state budget.

"We thank all the people of Lithuania who provide a place to live for the Ukrainians who have escaped the horrors of war. The need for temporary housing is very high. Compensation is intended to encourage the owners of housing or other habitable premises to provide accommodation for Ukrainians and increase the supply of housing. We strive for the smooth integration of Ukrainians in our country, settling not only in Lithuanian cities, but also in regions where there are jobs and opportunities for education and training for children“, – says Monika Navickienė, Minister of Social Security and Labor.

The amount of compensation for the provision of accommodation on a loan basis to Ukrainians depends on the number of people living in the premises. For the accommodation of one person from Ukraine 150 euros will be paid, and for each additional person living in the same housing 50 euros per month will be paid. The amount of the benefit does not depend on where in Lithuania the housing with Ukrainians is located.

Ukrainians who have escaped the first month after the war should be admitted free of charge by residents and businesses, and compensation for owners of housing and other habitable premises should be paid from the second month, but not more than 3 months and not exceeding the term of the loan agreement.

Procedure for granting compensation: where to apply and what documents to submit?

Compensation is granted to natural and legal persons (other than public legal entities) who have transferred to Ukrainian refugees from Ukraine their property or other habitable premises for free use on a loan basis, i.e. concluded a loan agreement with the Ukrainians.

The loan agreement shall include a clause stipulating that the lender shall pay the fees related to the maintenance of the housing during the compensation period from the date of the transfer of the housing free of charge.

To receive compensation, a person shall apply to the administration of the municipality where the housing or other habitable premises is registered and submit a free-form or application for compensation in the form prescribed by the municipality. The application shall be accompanied by a housing loan agreement concluded under the requirements of the Civil code or a copy thereof, which includes the borrower's name, personal identification number or the code of the alien with interests in Lithuania (ILTU code) and date of birth if the borrower does not have a personal identification code.

A template for the loan agreement can be found here.
