Major privileges available for the disabled
1. Medicines. 100 percent of the basic price of reimbursed medicines included into the List of Diseases and Related Reimbursed Medicines and the List of Reimbursed Medicines and of medical aid measures included into the List of Reimbursed Medical Aid Measures for out-patient treatment (for people recognised as incapable for work (0–25%), people with recognised disability group 1 and people eligible for old-age pension with the established level of large special needs as required by legal acts). 50 percent of the basic price of reimbursed medicines included into the List of Reimbursed Medicines and of medical aid measures included into the List of Reimbursed Medical Aid Measures for out-patient treatment (for people recognised as partially capable for work (30–40%), people eligible for old-age pension with the established level of average special needs and people with recognised disability group 2).
2. Treatment. 100 percent of the basic price for medical rehabilitation including the treatment to restore health for people sent for completion of treatment after a serious disease or injury included into the list approved by the Ministry of Health (for people recognised as incapable for work (0–25%), people with recognised disability group 1 and people eligible for old-age pension with the established level of large special needs as required by legal acts).
In case of disease or injury, employed persons receiving the state social insurance pension for disability may receive a benefit for temporary incapacity for work for 90 days once during the calendar year (for people recognised as incapable for work (0–25%) or partially capable for work (30–40%), people with recognised disability group 1 or 2 and people eligible for old-age pension with the established level of high or average special needs as required by legal acts).
3. Crossing the border control posts. Entry without queuing is granted to cars driven by the disabled upon submission of the certificate of vehicle registration and the disability certificate or, before 30 June 2007, the certificate of an invalid, and cars carrying people recognised as incapable for work or with the level of high special needs according to the procedure laid down in legal acts (before 30 June 2007, invalids of group 1).
4. Use of the ‘disabled’ sign. The sign may be used by a natural person with disability group 1 or 2 of, after 1 July 2005, a person with at least a 55% capacity for work level established according to the procedure laid down in legal acts or a person eligible for old-age pension with the established level of high or average special needs as required by legal acts and he is driving the car himself; a natural person driving a person with disability group 1 or, after 1 July 2005, recognised as incapable for work according to the procedure laid down in legal acts or eligible for old-age pension with the established level of high special needs.
5. Transport privileges. The right to buy a single-ride ticket for distance regular travel busses, passenger tickets and single-ride or monthly personal ticket for local (city and suburban) regular travel busses and trolleybuses, regular travel ships and ferries with an 80% discount as well as for one accompanying person (for people recognised as incapable for work (0–25%) and people eligible for old-age pension with the established level of large special needs as required by legal acts).

6. Living area. Individuals (families) who were granted soft loans before 31 December 2002 and after 1 January 2003 individuals who developed disability of group 1 or 2 and families that have a disabled family member with disability group 1 or 2 receive a reimbursement of 20 percent of the remaining amount of the loan. A grant for repayment of some of the housing loan is given to borrowers who have disability group 1 or 2 or to families that have a disabled family member with disability group 1 or 2; they receive a reimbursement of 20 percent of the (remaining) amount of the loan. A disabled person or a family with a disabled family member living in the premises rented by the municipality with the useful area per one family member of less than 10 sq. m or 14 sq. m respectively is entitled to improvement of social housing conditions. The lists of disabled people (families) entitled to social housing are compiled according to the date on which the application was registered in the municipality.
7. Employment.
The employers who have employed persons with disability referred by a local labour exchange shall receive a subsidy for the partial compensation for the employed person‘s pay specified in the employment contact and the amount of compulsory social insurance contributions payable by the insured on the pay.
Also support for job creation shall be provided to the employers who are creating new jobs or adapting the already existing workplaces to the disability of the unemployed person and employing unemployed persons under an open-ended contract of employment.
The support for self-employment shall be organised for disabled willing to start their own business, compensating expenses of job creation.
Disabled employment in social enterprises is being supported by the State.
A social enterprise may be granted the State aid of the following types:
1) subsidy for wages and state social insurance contributions;
2) subsidy for the creation of workplaces, adaptation of workplaces to disabled employees and acquisition or adaptation of their work equipment;
3) subsidy for the training of the employees who are attributed to the target groups.
Additional State aid of the following types may be provided to a social enterprise of the disabled:
1) subsidy for the adaptation of the work environment of disabled employees, production premises and rest rooms;
2) subsidy for the reimbursement of additional administrative and transport expenses;
3) subsidy for the reimbursement of expenses on an assistant (sign language interpreter).
9. Land. Land owners relieved of the land tax: persons with a 0–40% capacity for work level (until 30 June 2007, with disability groups 1 and 2) when the families of these land owners at the beginning of the taxable period have no persons capable for work and the size of their land lot does not exceed the tax-exempted sizes approved by municipal councils. For the purposes of this privilege, persons capable for work do not include full time pupils and students of education institutions.
The people, who were recognised as incapable for work or people with the established level of high special needs according to the procedure laid down in legal acts (before 1 July 2005, disability of group 1) whose ownership rights to the land, forest and water bodies repurchased by the state were restored according to the established procedure, must receive payment for that property as well as for the land lot refused in the city before 1 January 2007.
By decisions of municipal councils, people with disability group 1 and 2 may be exempted from the additional payment for utilities calculated according to the value of the land lot to be purchased.
10. Deposits. Free disposal of restored savings is granted in the following sequence:
the disabled with the established special need for permanent care; people recognised as incapable for work and their spouses and people eligible for old-age pension with the established level of high special needs and their spouses or nurses (spouses, parents, guardians, care takers), people nursing a disabled person at home with the established special need for permanent care. This provision also applies to persons recognised as fully disabled or having disability group 1 before 30 June 2005 until their level of capacity for work or the level of special needs is established or to nurses (spouses, parents, guardians, care takers) nursing at home a fully disabled person or a person with disability group 1 since childhood recognised as such before 30 June 2005 and until the expiry of the period of this disability or invalidity – the priority right.
People recognised as partially capable for work and people eligible for old-age pension with the established level of average special needs according to the procedure laid down in legal acts. This provision also applies to persons recognised as having disability group 2 before 30 June 2005 until their level of capacity for work or the level of special needs is established.
11. Legal assistance. Irrespective of the assets and income level established by the Government of the Republic of Lithuania, people recognised as incapable for work as well as their guardians are entitled to receive secondary legal assistance, where the legal assistance guaranteed by the state is necessary to represent and protect the rights and interests of the charge.
12. Business licences. The municipalities are entitled to apply a lower income tax for the disabled who have business licences.
13. Stamp duties. People with the established 0–40% capacity for work level or people eligible for old-age pension with the established level of high or average special needs according to the procedure laid down in legal acts (before 30 June 2007, also disability groups 1 and 2) are exempted from the stamp duty for the issue and replacement of the identity card and passport and issue of the document certifying the place of residence of the person.
