Horizontal principle "Equal opportunities for all"

In 2020 the Government of Lithuania approved the National Progress Plan which enshrines the horizontal principle of "equal opportunities for all" (along with other horizontal principles: "sustainable development" and "innovation").

The application of the horizontal principle of “equal opportunities for all” ensures that all persons, regardless of their sex, nationality, racial or ethnic origin, nationality, language, religion, beliefs and opinions, disability, health or social status, age, sexual orientation or other identities are equal and have an equal access to services, infrastructure, transport and other means to participate in public life.

It is envisaged that the needs of the disabled, women and men, different age groups, national minorities and other groups at risk of discrimination must be taken into account in the implementation of the progress objectives of the National Progress Plan, the preparation of national development programs. Measures and indicators implementing the principle of equal opportunities must be provided. In order to strengthen the application of horizontal principles in the decision-making process, draft legislation submitted to the Government must be assessed by drafters in terms of sustainable development, innovation and equal opportunities to determine their potential impact on the implementation of horizontal principles.

The implementation of the horizontal principle of "equal opportunities for all" is measured by two indexes - Gender Equality Index and Quality of life index for people with disabilities:
