Youth employment
Youth unemployment reasons vary, but the most crucial problems, hindering youth integration into the Lithuanian labour market are:
- Shortage of education or vocational training;
- Acquired professional qualification is incompatible with labour market needs;
- Lack of working experience;
- Lack of determination, social competencies or job seeking skills;
- Quality of jobs and high expectations of youth
Youth Guarantee Initiative Implementation
Youth Guarantee Initiative is implemented according to Council Recommendation of 30 October 2020 on A Bridge to Jobs – Reinforcing the Youth Guarantee and replacing the Council Recommendation of 22 April 2013 on establishing a Youth Guarantee.
In Lithuania, Youth Guarantee Initiative is applied to young people 15 to 29 years who are not in employment, education or training (registered in the Employment Service (unemployed NEET's) and not registered (inactive NEET's)).
Youth Guarantee measures are laid down in Youth Guarantee Initiative implementation action plan, approved by the Order No A1-108 of the Minister of Social Security and Labour on February 4th, 2021 and it's newest valid edition can be found here.
The Youth Guarantee implementing authorities in Lithuania are as follows:
- the Ministry of Social Security and Labour of the Republic of Lithuania (MSSL);
- Public Employment Service under the MSSL (PES).
- the Agency of Youth Affairs (AYA).
MSSL supervises the implementation of YG Plan.
The YG Plan also involves the Ministry of Education, Science and Sport of the Republic of Lithuania (hereafter - MESS) and institutions subordinate to it.
The projects for youth are implemented and services for youth are provided by PES and AYA. Regional Career Centres, partners of Youth Guarantee - youth organizations and organizations, working with youth, open youth centres and open youth spaces also contribute.
Unemployed up to 29 years of age are a target group, that receive additional support, in the Law on Employment.
14 Regional career centres have been established in the beginning of 2022 (Regional career centre operated in Alytus since 2019). Career counselors and activity coordinators are employed. A wide range of career guidance, counselling and information services, vocational activation and shadowing services are provided to develop personal qualities and skills, improve the employability of young people and adults, to promote their entrepreneurship knowledge.
